OMB Final Uniform Guidance, effective December 26, 2014
罢丑别听听serves the President of the United States in overseeing the implementation of his
vision across the Executive Branch. Specifically, OMB鈥檚 mission is to assist the President
in meeting his policy, budget, management and regulatory objectives and to fulfill
the agency鈥檚 statutory responsibilities.
The OMB鈥檚 Uniform Guidance听took effect December 26, 2014. It consolidates eight OMB
circulars into a single document and changes some fundamental concepts underlying
the management of sponsored programs. In particular, it provides guidance on Administrative
Requirements, Cost Principles, and Audit Requirements for Federal awards.听
The Guidance was drawn from OMB Circulars A鈥�21, A鈥�87, A鈥�110, and A鈥�122 (which have
been placed in past OMB guidances); Circulars A鈥�89, A鈥�102, and A鈥�133; and the guidance
in Circular A鈥�50 on Single Audit Act follow-up.
Anyone who is involved in federal research and the administration of federal research activities should understand the regulations included in the Uniform Guidance in order to ensure federal compliance requirements.听
